Moscow, Russia 20-21 June 2009



The International Commission on Nuclear Non-proliferation and Disarmament held its third meeting in Moscow, 20-21 June.
The Commission and Advisory Board Members held intensive discussions to progress its draft report - which is to be issued early next year in advance of the 2010 Nuclear Non-Proliferation Treaty Review Conference. There was a particularly strong focus on strategic aspects of moves to reduce the numbers of nuclear weapons world-wide, and to achieve the conditions which might permit the ultimate goal of the total elimination of nuclear weapons.

As part of its series of meetings in Moscow, the Commission held a round-table consultation with representatives of the world’s nuclear power industry ranging over six continents - in addition to host institutions in Russia, the experts came from firms based in South Africa, Brazil and Argentina, Australia and Japan, Canada and the United States, and from France and the UK. The Commission explored industry views on measures adopted globally to reduce the threat of the proliferation of nuclear weapons – particularly international inspections and controls on trade in nuclear related equipment and materials. Discussions also covered ideas for enhanced proliferation resistance through the adoption of multilateral fuel cycle facilities and for closer collaboration between industry and government on nuclear issues including development and promotion of standards.

Co-Chairs held high level exchange of views on issues of concern to the Commission with Foreign Minister Sergey Lavrov, and Head of Russian State Corporation for Atomic Energy “Rosatom” Sergey Kirienko. They also exchanged views with Mikhail Margelov, Head of the International Committee of the Federation Council.

Co-Chairs Evans and Kawaguchi briefed a round-table discussion hosted by the Director of the Carnegie Endowment for International Peace, Dr Dmitry Trenin, on the work of the Commission and exchanged views with Russian experts on security policy experts.

The Commission, co-chaired by former Australian Foreign Minister Gareth Evans and former Japanese Foreign Minister Yoriko Kawaguchi, is an independent global initiative established in 2008, supported by the Governments of Australia and Japan. The Commission is a global panel which includes former heads of state and senior ministers, military strategists and disarmament experts. It is supported by an Advisory Board of international experts and works in collaboration with research centres from around the world. The Commission will hold its next Commission meeting in Hiroshima in October.

The Commission aims to reinvigorate the global debate on nuclear disarmament and on preventing the further spread of nuclear weapons to other parts of the world. To this end its major report will help build an international consensus in advance of the May 2010 conference to review the operation of the Nuclear Non-Proliferation Treaty (NPT).
